Head of communications at the Home Builders Federation Steve Turner said the plans are positive, but more details on the venture need to be finalised.
"It is imperative that the government provides local authorities with full and complete proposals as soon as possible - in terms of when the incentives are going to begin," he added.
Mr Turner noted this will then enable councils to deliver the regime's plans of constructing more properties.
His comments follow an announcement from housing minister Grant Shapps, which revealed local communities that build additional dwellings will get more funding to use in the local area.
The extra cash can be used for whatever the area sees fit and could be spent on building playgrounds or on council tax discounts.
It is hoped the New Homes Bonus will mean more homes will be built in an effort to reverse the decline currently being experienced.
